Abstract

Here we establish the converse of the Cowling–Obrechkoff–Thron theorem. In
addition to its theoretical interest, the result fills a gap in the proof of Kellogg’s
celebrated eigenvalue inequality for matrices whose principal minors are positive or
nonnegative.
